Roadway improvement projects follow a thorough engineering process encompassing three phases: Phase I, Planning; Phase II, Design; and Phase III, Construction. Before beginning Phase I, a specific project is targeted and a scope of work is developed, along with an initial cost estimate. If it is decided to move forward with the project, Phase I, the foundation stage of the project, begins. Field data, history of the area, and environmental issues are considered early on in this phase. Alternatives are presented, public input is sought and a preferred alternate is chosen which leads to determining right-of-way needs and developing more specific cost estimates, all needed in order to obtain design approval. Once design approval is accomplished, the project moves into Phase II. During Phase II, the results of the Phase I engineering report are used to develop contract plans, specifications and cost estimates for land acquisition and construction, and local/state joint project agreements are coordinated.

Washington Street Thoroughfare |
Planning to construct a five lane roadway with a bike path on one side, a sidewalk on the other and a railroad bridge while trying to lessen impact to adjacent property is becoming quite a challenge. We are currently looking at existing and proposed utilities and where they will fit in the overall scheme of things. We plan to schedule a Public Open House hearing this May to present the final plan.
